World Chain Becomes First Layer-2 to Deploy Streamed EIP-7928 Block Access Lists

Ethereum’s long-term scaling roadmap is beginning to reach production networks. World Chain has become the first layer-2 to deploy streamed EIP-7928 block access lists on mainnet, introducing a new way for validators to verify transactions before a block has even been finalized.

Instead of waiting for a complete block, validators receive access list data every 200 milliseconds through World Chain’s Flashblocks architecture, allowing independent transactions to be verified in parallel as the block is still being assembled.

The approach is designed to increase throughput without requiring more powerful validator hardware, tackling one of blockchain’s biggest scaling challenges as networks process growing numbers of transactions.

Building on Ethereum’s Scaling Roadmap

EIP-7928 is part of Ethereum’s longer-term roadmap and is expected to be included in the network’s future Glamsterdam upgrade.

World Chain has implemented the technology ahead of Ethereum by extending the proposal through its Flashblocks architecture. Instead of requiring a hard fork, the feature was activated through a runtime flag, allowing node operators to upgrade without coordinating a network-wide protocol change.

The approach gives developers an opportunity to test the technology in a live production environment before it reaches Ethereum’s base layer.

One of the biggest barriers to blockchain scalability is the growing hardware required to validate increasingly larger blocks. According to World Chain, streamed access lists allow throughput to increase without placing the same burden on validator infrastructure.

Internal benchmarking on the network’s test environment showed validation latency remained largely unchanged even as throughput scaled to approximately one gigagas per second using standard cloud hardware.

If those results continue on mainnet, the approach could allow future blockchain networks to process substantially more transactions while preserving decentralization by keeping validator requirements accessible.

Preparing for Larger-Scale Applications

The deployment serves as one of the first real-world demonstrations of technology that could become part of Ethereum’s future architecture, offering developers and researchers practical data on how streamed block access lists perform under production conditions.

Built on the OP Stack and secured by Ethereum, World Chain is designed to support applications focused on payments, stablecoins, remittances and digital identity through the World protocol. The network integrates World ID’s proof-of-human system and forms part of the broader Superchain ecosystem.

As Ethereum continues searching for ways to increase capacity without sacrificing decentralization, World Chain’s implementation offers an early look at how parallel transaction verification could help scale the next generation of blockchain networks.
