The $GENIUS Act created a federal framework for stablecoin issuers. It was signed into law on July 18, 2025, after passing the Senate 68 to 30 and the House 308 to 122, according to Fintech Weekly. The CLARITY Act aims to set clearer rules for digital assets, and would place most crypto oversight under the Commodity Futures Trading Commission, according to a Reuters review cited by Altcoin Log.
Cointelegraph also reported that Barr has introduced legislation aimed at protecting lawful businesses, including crypto firms, from debanking.
Industry Money and the Road Ahead for CLARITY
Crypto groups were active in the race. Cointelegraph reported that Fairshake-affiliated political action committees spent more than $7 million supporting Barr in the Republican primary. Filings cited by Altcoin Log put spending by the Defend American Jobs PAC at about $7.2 million for his Senate campaign, primaries included. The same report, citing Reuters, said the industry has spent roughly $176 million across more than 100 races in the 2026 cycle.
Barr’s arrival does not change the immediate legislative picture. On September 15, the Senate failed to advance the CLARITY Act in a 49 to 50 vote, short of the 60 needed. CBS News reported that all Democrats and four Republicans voted against it. Barr will not take his seat until January 2027, so he cannot vote on the bill in the current session.
Reuters reported that the bill faces an uphill battle next year if Democrats win control of either chamber, according to Altcoin Log’s summary. Control of Congress will therefore shape how much a new pro-crypto senator can influence the outcome.
