Bitcoin Fixes This? Paraguay President Resigns After Bank Lockout Hits 60% of Country

The bank’s shutdown has also revived an argument familiar to Bitcoin holders: Money held by a financial intermediary is only as accessible as that institution allows. Self-custodied Bitcoin works differently, although it comes with risks of its own.

As the Bitcoin OGs would say, “Bitcoin fixes this.”

A banking crisis with a political price

Paraguay’s central bank placed Ueno into resolution after regulators found its solvency ratio had fallen below half the legal minimum. The process, announced on November 3, followed accounting adjustments to the bank’s financial statements and left its app, cards, and transfers out of service.

Ueno claimed around 2.9 million customers, more than 60% of Paraguay’s adults. It also held roughly $800 million in public-sector deposits, including pension and health funds, according to AP, complicating an already painful freeze on ordinary savings and wages.

Peña previously held a stake in a company linked to Ueno’s owners, a relationship that fueled allegations of conflicts of interest. He has denied wrongdoing and said he sold his interest in March 2025, according to Reuters.

“My greatest wish is that the return of those funds be guaranteed, that the Deposit Guarantee Fund fulfill its purpose,” Peña said in his resignation address. The Deposit Guarantee Fund would be the equivalent of the FDIC in the United States.

Outside Congress, the anger was less diplomatic. “Santiago Peña and the Colorado Party have stolen all our savings,” protester Luis Pineda told AP. “We are fed up with 70 years of plunder.”

The central bank says Ueno’s failure is an isolated case, not evidence of a broader banking collapse. It has announced a deposit guarantee of up to 228.3 million guaraníes per depositor, roughly $36,000, with initial payments targeting eligible accounts holding no more than 10 million guaraníes.

Bitcoin’s Answer, and Its Limits

Bitcoin was born during another banking crisis. Its first block, mined in January 2009, included a newspaper headline about a second bailout for British banks, a historical detail long cited by supporters who distrust reliance on financial intermediaries.

A Bitcoin holder who controls a wallet’s private keys can authorize transfers from the wallet without asking a third party, like a bank, to unlock an account. That is the principle behind the crypto saying “not your keys, not your coins,” and the distinction from leaving Bitcoin on an exchange that can itself freeze withdrawals.

But Bitcoin is not perfect. Self-custody has its own risks: Forget your keys or lose them and there is no way you can recover your funds, there is nobody who can assist you, and no law enforcement agency who can do anything for you.

Paraguay’s central bank said Thursday its first guarantee payments would go to depositors with up to 10 million guaraníes, no Ueno debts and an account at another financial institution.
