Circle’s $3B Arc Mainnet Goes Live in Four Days With BlackRock, Visa Validators

Circle is four days away from opening its Arc blockchain to the public, turning a project valued at $3 billion into a live network backed by some of the biggest names in traditional finance.

Arc’s public mainnet is scheduled to launch on Sept. 16, after operating privately with more than 100 institutional and ecosystem builders. Circle says the network is designed for stablecoin payments, tokenized assets, foreign exchange and always-on financial markets.

The founding validator group is unusually institutional for a Layer 1. It includes BlackRock, DTCC, Visa, Mastercard, Intercontinental Exchange, Standard Chartered, Galaxy, MoneyGram and SBI Group, alongside Circle itself.

That gives Arc a different launch profile from most crypto networks: the institutions expected to use the infrastructure are also helping secure it.

Arc Already Carries a $3B Network Valuation

The launch also comes with a substantial amount of institutional capital already committed.

Circle initially raised $222 million through a private $ARC token presale in May at $0.30 per token, implying a $3 billion fully diluted network valuation. A second closing added another $20.25 million, bringing aggregate presale proceeds to roughly $242.2 million.

Investors included a16z crypto, BlackRock, Apollo, ARK Invest, ICE and Standard Chartered Ventures.

That financing builds on the $222 million Arc raise, which already made the network one of Circle’s biggest strategic bets beyond $USDC.

Importantly, Arc will initially run under a Proof-of-Authority model with permissioned validators. Circle says the network may eventually transition to Proof-of-Stake or delegated Proof-of-Stake, at which point $ARC would become the native coordination asset for governance, security and network operations.

$USDC Gives Arc an Existing Distribution Engine

Arc does not launch from zero.

Circle ended Q2 with $73.3 billion of $USDC in circulation, while quarterly onchain $USDC transaction volume reached $14.8 trillion, up 151% year over year. Revenue and reserve income totaled $701 million.

That existing stablecoin base gives Circle something most new blockchains lack: a large pool of users, liquidity and enterprise relationships before public launch.

Arc uses stablecoins: starting with $USDC for transaction fees rather than requiring users to hold a volatile gas token. The network also targets sub-second finality, configurable privacy and EVM compatibility.

Those features build on Circle’s earlier Arc strategy, which was designed specifically around stablecoin finance rather than competing as a general-purpose blockchain.

Arc moves from testnet to public mainnet on Sept. 16 after a $222M presale and 100+ builders joined the network.

Sept. 16 Is More Than a Network Launch

Circle plans to unveil a broader product suite alongside mainnet, including tools for tokenized real-world assets, AI-assisted smart-contract development and reusable onchain application frameworks.

The launch event will also feature participants from BlackRock, DTCC, Aave, Morpho, Uniswap and SBI, reinforcing how broadly Circle is positioning Arc across both traditional finance and DeFi.
