Crypto’s Washington playbook is working. Don’t abandon it now.

The industry also pursued a concerted effort to establish institutions inside the Beltway. The Blockchain Association, DeFi Education Fund, Stand With Crypto, Crypto Council for Innovation, American Innovation Project, Solana Policy Institute, and many others regularly brief members and staff, provide thoughtful input on legislative text, and file hundreds of comment letters. Companies, organizations, and crypto ecosystems like Solana, once largely unheard of, have become fixtures in Washington.

That comprehensive strategy of bipartisan education, engagement, and institutionalization worked. The voting record proves it. Republicans laid the foundation, delivering near-unanimous majorities on every crypto vote of the past two years. Democrats supplied the growth: 21 House Democrats voted to overturn SAB 121, and a year later, 76 backed repealing the broker rule, showing they understood that software isn’t an intermediary to be regulated like a centralized actor. A critical mass of House Democrats then supported CLARITY and $GENIUS. In the Senate, 18 Democrats carried $GENIUS past the filibuster. The repeal of the broker rule became the first crypto-specific law in American history; $GENIUS, the first federal stablecoin statute. Last month, Ways and Means reported a digital asset tax bill 38–5 and, on a bipartisan vote, defeated an amendment to resurrect the broker rule.
